| Customers must make a formal application for either original or
additional gas service at the office of the Gas Authority. A formal
application must be duly approved before any connection or meter installation work order
is performed. A security deposit is required for all customers and is based on the
following criteria: Owner Occupied -

Commercial - Requiring a meter larger than a
275 cubic

highest estimated monthly bill not to exceed $1,000.00
Each prospective customer desiring gas service will be required to sign the Authority's
standard form of contract before service is supplied. The use of gas service by a
customer shall impliedly bind the customer by the terms of the applicable standard
contract form, even though not actually signed.
As a condition precedent to the rendition of any service, the furnishing of which requires
an investment by the Authority, the Authority shall have the right to require an applicant
for service to sign a minimum bill contract in such amount and for such period of time as
is reasonably necessary to support said investment.
If for any reason, customer, after signing contract for gas service, does not take the
service by reason of not occupying premises or otherwise, the Authority may, at its
option, require the customer to reimburse for the expense incurred by reason of its
endeavor to furnish said service.
The receipt by the Authority of a prospective customer's application for service,
regardless of whether or not accompanied by a deposit, shall not obligate the Authority to
render the service for which applied. If the service applied for cannot be supplied
in accordance with the Authority's rules, regulations, and general practice, the liability
of the Authority to the applicant for such service shall be limited to the return of any
deposit made with the Authority by such applicant.
Meter Deposit
The customer when called upon by the Authority shall deposit with it the amounts shown
above as continuing security for the performance of the obligations contracted for by the
customer, and failure to make such deposit upon demand of the Authority will give the
Authority the right to declare the contract forfeited and to refuse or to discontinue
service. Upon termination of the service, the deposit may be applied by the
Authority against any obligations of the customer to the Authority, regardless of whether
such obligations arose in connection with gas service or otherwise. Any part of the
deposit which is not so applied will be refunded to the customer, upon request. No
deposit shall be transferable or assignable without the written consent of the customer.
Main Extensions
For residential and small commercial customers, usual and ordinary extensions,
additions, and improvements to the Authority's gas system required to furnish gas service
to residential and small commercial customers will be installed without cost to the
customers, provided that the extensions or improvements required shall be installed only
in streets, alleys, or other ways dedicated to public use or in easements acceptable to
the Authority and provided that the proposed main extension does not exceed four hundred
(400) feet per customer.
If a customer requires a main extension in excess of four hundred (400) feet, the
customer shall be billed the cost of the material.
The Authority reserves the right to determine the size of all mains when such mains are
to be extended. When the extension of a main in excess of two (2) inches in diameter
exceeds four hundred (400) feet, the Authority will pay the difference between the cost of
the two (2) inch main and the cost of the main to be installed.
On the first day of January of each year for five (5) years after completion of such
main extension, the Authority shall make reimbursements to the original applicants of an
amount equal to the cost of four hundred (400) feet of material for each additional
customer acquired during the past twelve (12) months. In no event shall the total
amount paid for reimbursement exceed the amount paid by the original customer for material
cost.
All extensions shall become the property of the Authority, as they are made, even
though all or some part of the cost thereof is paid by parties other than the Authority.
Cost of New Service
A. Heating Only Customers:
The customer will be required to pay a connection charge of one hundred dollars
($100.00). After the connection charge is paid, the Authority will extend a service
line one hundred (100) feet at its own expense. For service lines in excess of one
hundred (100) feet, the customer will be charged thirty cents ($.30) per foot for each
foot in excess of one hundred (100) feet.
B. Heating & Water Heating Customers
(with initial installation). No connection charge will be required
from the customer. The Authority will extend a service line one hundred (100) feet
at its own expense. For service line extensions in excess of one hundred (100) feet,
the customer will be charged thirty cents ($.30) per foot for each foot in excess of one
hundred (100) feet. Heating and water heater must be connected within sixty (60)
days from the meter set date.
C. Heating, Water Heating, and other gas appliance
customers (with initial installation). The Authority will extend a
service line one hundred (100) feet at its own expense. For each gas appliance in
addition to heating and water heater, the Authority will extend a service line an
additional 50 feet for each appliance at its own expense. The customer will not be
required to pay a connection charge, but will be required to pay thirty cents ($.30) per
foot for that portion of the extension in excess of the length allowed by this rule.
Heating, water heating, and other appliances must be connected sixty (60) days from the
meter set date. |
